Project Overview

Royal Bafokeng Platinum (RBPlat) has embraced the South African Mining Charter, and developed a housing strategy that aims to promote home ownership for all its employees, in order to create a lasting legacy of sustainable benefits. This marks the successful partnership and collaboration between RBPlat, the National Union of Mineworkers (NUM), and the employees, towards the common goal of providing modern, safe and affordable housing.

The housing strategy has resulted in a R2.8 billion investment into the RBPlat Employee Housing Project which allows employees an opportunity to own their own homes and build equity over time. This development, named Waterkloof Hills Estate, is situated on 294 hectares of land, and is located next to the N4, and is close to Waterfall Mall, in Rustenburg. It currently includes Phase 1 which commenced in 2012, with 422 houses, and Phase 2 which commenced in 2014 is currently under construction and on completion will include a total of 3 100 houses, as well as a future commercial node comprising a shopping mall, clinic, school, hospital, etc.

About the development

  • Waterkloof Hills Estate is planned as one of the finest freehold residential developments in the region and offers homeowners a modern lifestyle, with a unique blend of community living, in a secure Estate.
  • The development vision is detailed in the development masterplan, and the Estate Rules and Architectural Guidelines have been finalised to ensure alignment to the development vision.
  • The Estate has a unique mix of residential options with houses ranging from 80m²; 140m²; 220m² and 360m², and offering different home design types in each category, as well as a long term commercial node to ensure the sustainability of the development.
  • It is well maintained and has carefully manicured gardens, parks, and verges in all the common areas to ensure that the Estate is aesthetically pleasing to homeowners and visitors alike.
  • The Estate is enclosed with a secure perimeter wall and has access control gates with guarded gatehouse facilities.
  • All homeowners must adhere to the rules of the Estate as managed by the Home Owners Association.

Development Partners

Royal Bafokeng Resources Properties (RBRP)

RBRP is the development and management company of Waterkloof Hills Estate that has been set up by the founding and investment partners (RBPlat, NUM and the PIC), to ensure that proper management systems and processes are in place for RBPlat Employee Housing Project. Royal Bafokeng Resources Properties is a registered credit provider, registration number NCRP7210.

Royal Bafokeng Platinum (RBPlat)

RBPlat black-owned and controlled, mid-tier platinum group metals producer that is listed on the Johannesburg Stock Exchange (JSE). It operates the Bafokeng Rasimone Platinum Mine and is currently constructing the Styldrift I Project, both of which are located in the North West province of South Africa. This project will promote home ownership and create a lasting legacy of sustainable benefits for its employees.

National Union of Mineworkers (NUM)

NUM has a vision of ensuring suitable housing for all its members, and thus plays an important leadership and oversight role in the development. It was instrumental in negotiating the Employee Housing Project as part of its historic 2011 wage agreement with RBPlat.

Unemployment Insurance Fund (UIF)

The UIF was created and is governed by South African legislation. The Fund provides short-term relief to workers when they become unemployed or are unable to work due to maternity, adoption leave, or illness. It also provides relief to the dependants of a deceased contributor.

Wholesale funding has been provided by the UIF, who will use the PIC as its financial services provider.

Public Investment Royal Bafokeng Platinum Corporation (PIC)

The PIC is one of the largest investment managers in Africa today, managing assets of over R1.8 trillion and still growing. It is a registered financial services provider and is wholly owned by the South African Government, with the Minister of Finance as shareholder representative.

The PIC has invested funds in Waterkloof Hills Estate, on behalf of the UIF, based on its investment mandates, and is approved by the Financial Services Board (FSB).
